Romans: The Power of the Gospel Message 133 of 150
Under Authority but Bound to God
Pastor Anthony King· May 3, 2026
Romans 13:1-2
A sermon on Romans 13:1-2: God has established governing authorities, but no authority stands above His Word. Believers live with a posture of submission, yet practice respectful disobedience when human laws contradict God's commands, honoring authority where they can while obeying Jesus above all.
“Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God. Whosoever therefore resisteth the power, resisteth the ordinance of God: and they that resist shall receive to themselves damnation.”
Romans 13:1-2
The series
Verse by verse through Paul’s letter to the church at Rome: the Gospel of God’s righteousness, from our ruin in sin to life lived as a living sacrifice.
God appoints every authority, but no authority stands above His Word.
Government was ordained by God Himself.
And he changeth the times and the seasons: he removeth kings, and setteth up kings: he giveth wisdom unto the wise, and knowledge to them that know understanding:Daniel 2:21
Jesus answered, Thou couldest have no power at all against me, except it were given thee from above: therefore he that delivered me unto thee hath the greater sin.John 19:11
The same God who ordains authority also reserves the right to overrule it by His commands.
Then Peter and the other apostles answered and said, We ought to obey God rather than men.Acts 5:29
But Peter and John answered and said unto them, Whether it be right in the sight of God to hearken unto you more than unto God, judge ye.Acts 4:19
Christians submit as far as they can and disobey when they must.
Obedience to rulers is our default posture because we trust the God who stands behind them.
Submit yourselves to every ordinance of man for the Lord’s sake: whether it be to the king, as supreme;1 Peter 2:13
When rulers command what God forbids or forbid what God commands, our loyalty to Jesus requires respectful disobedience.
If it be so, our God whom we serve is able to deliver us from the burning fiery furnace, and he will deliver us out of thine hand, O king. But if not, be it known unto thee, O king, that we will not serve thy gods, nor worship the golden image which thou hast set up.Daniel 3:17-18
Laws that choke worship and community do spiritual harm and must be resisted.
When government silences the church’s gathering and worship, it is attacking the very means God designed to keep His people faithful and healthy.
Not forsaking the assembling of ourselves together, as the manner of some is; but exhorting one another: and so much the more, as ye see the day approaching.Hebrews 10:25
Around the world, believers quietly break unjust laws because obedience to Jesus matters more than the approval of the state.
Rejecting all authority invites judgment. Rejecting evil commands honors God.
A rebellious, anti‑authority spirit is sin and brings real judgment from God.
Suffering for obeying Jesus above men is not anarchy, it’s faithfulness that God honors.
For what glory is it, if, when ye be buffeted for your faults, ye shall take it patiently? but if, when ye do well, and suffer for it, ye take it patiently, this is acceptable with God.1 Peter 2:20
Examine your heart. Repent of a reflexive distrust of all authority and also of any blind trust that treats the state like it cannot sin.
Draw your lines in the sand now. If the government commands to stop gathering, stop preaching, or stop worshipping, you will obey Jesus?
Pray for and be encouraged by the persecuted church. They are willing to carry Bibles, speak the Gospel and assemble even when it is costly.
