Romans: The Power of the Gospel Message 134 of 150
The Government as God's Servant
Pastor Anthony King· May 10, 2026
Romans 13:3-4
A sermon on Romans 13:3-4: God established government as His servant to restrain evil, promote good and keep order. Believers live with integrity, submit to authority and honor leaders, while their ultimate allegiance stays with God, who is sovereign over every ruler.
“For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and thou shalt have praise of the same: For he is the minister of God to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain: for he is the minister of God, a revenger to execute wrath upon him that doeth evil.”
Romans 13:3-4
The series
Verse by verse through Paul’s letter to the church at Rome: the Gospel of God’s righteousness, from our ruin in sin to life lived as a living sacrifice.
God designed rulers to restrain evil and encourage good.
Government fulfills God’s purpose when it punishes evil and protects those who do right.
Righteousness exalteth a nation: but sin is a reproach to any people.Proverbs 14:34
When civil authority functions as God intended, it brings stability and peace to human society.
Thus saith the LORD to his anointed, to Cyrus, whose right hand I have holden, to subdue nations before him; and I will loose the loins of kings, to open before him the two leaved gates; and the gates shall not be shut; I will go before thee, and make the crooked places straight: I will break in pieces the gates of brass, and cut in sunder the bars of iron: And I will give thee the treasures of darkness, and hidden riches of secret places, that thou mayest know that I, the LORD, which call thee by thy name, am the God of Israel. For Jacob my servant’s sake, and Israel mine elect, I have even called thee by thy name: I have surnamed thee, though thou hast not known me.Isaiah 45:1-4
Submission has a ceiling. When government commands what God forbids, we obey God.
The safest way to live under government is to do what is good.
A life of integrity normally removes the fear of government judgment.
Submit yourselves to every ordinance of man for the Lord’s sake: whether it be to the king, as supreme; Or unto governors, as unto them that are sent by him for the punishment of evildoers, and for the praise of them that do well.1 Peter 2:13-14
God calls His people to be model citizens whose good works silence false accusations.
Having your conversation honest among the Gentiles: that, whereas they speak against you as evildoers, they may by your good works, which they shall behold, glorify God in the day of visitation.1 Peter 2:12
Let your light so shine before men, that they may see your good works, and glorify your Father which is in heaven.Matthew 5:16
Government is God’s servant for our good.
God calls civil authority “the minister of God to thee for good,” showing that even unbelieving rulers are under His hand.
Because government is God’s servant, Christians honor and submit to rulers as part of their obedience to God.
Submit yourselves to every ordinance of man for the Lord’s sake: whether it be to the king, as supreme;1 Peter 2:13
Honour all men. Love the brotherhood. Fear God. Honour the king.1 Peter 2:17
Because every governing authority is God’s servant, the Christian’s submission to government is not a political act, it is a worship act.
God authorizes government to bear the sword and execute wrath on evildoers.
The sword signifies God-given authority to use force, including the power to take life in just punishment.
Civil government is one channel through which God’s wrath against evil operates in this world.
For we know him that hath said, Vengeance belongeth unto me, I will recompense, saith the Lord. And again, The Lord shall judge his people.Hebrews 10:30
Because sentence against an evil work is not executed speedily, therefore the heart of the sons of men is fully set in them to do evil.Ecclesiastes 8:11
Pray faithfully for those in authority, asking God to save them, guide them, and use them to maintain conditions where the Gospel can advance and believers can live in peace.
Live with such integrity that as far as possible, you have no reason to fear governmental authority but instead receive its praise for doing good.
Obey laws, pay taxes, and show proper honor to officials as acts of worshipful submission to God, not mere civic duty.
God can even use evil governments to accomplish His will. Historically, the church has thrived under persecution and wicked authority.
Trust that Jesus is Lord over every ruler, so you can walk in peace even under imperfect governments, knowing God uses them as His servants and will hold them accountable in His time.
Don’t get hung up on politics. It’s simply a tool. Jesus is Lord.
